Shanghai's 15th Five-Year Plan Calls for New 'AI + Education' Use Cases

The Shanghai Women and Children's Working Committee has issued the city's 15th Five-Year Plan for Women and Children, which aims to keep their development at a leading domestic and advanced international level by 2030. The plan explicitly calls for exploring new 'AI + education' use cases and providing AI knowledge and skills training to improve women's digital literacy. It was issued on July 30, 2026, and published on August 19.

The plan establishes a policy basis for AI education applications in Shanghai over the next five years and may affect the direction of schools, teachers, and products. Exploration of AI teaching in primary and secondary schools could increase product demand, while AI-skills training for women will expand the adult AI education market.
