Beijing Issues "Skills Beijing" Training Plan, Setting AI Literacy Education and Training Base Goals

The Beijing Leading Group for Employment Promotion and Labor Protection issued the "Skills Beijing" Training Action Implementation Plan on September 1, 2026, published on September 23. During the 15th Five-Year Plan period, the city plans more than 4.5 million vocational skill training sessions and over 350,000 new skill certificates, including at least 150,000 for high-skilled talent. The plan calls for broad AI literacy education and joint AI training bases built by enterprises, universities, vocational colleges and technical schools.

The plan places AI skill supply within Beijing's quantified 15th Five-Year Plan vocational training targets, directly changing cooperation conditions for universities, vocational colleges, technical schools and enterprises on AI courses, training bases and interdisciplinary programs. It also affects demand for AI training products aimed at incumbent workers and career changers. Micro-majors, vocational courses and the 30-minute training service circle give AI education products an institutional entry point into public training services. The plan is at the issuance stage; specific projects, funding allocations and training base lists have not been announced, so actual scale depends on later implementation information. Beijing universities, vocational colleges and technical schools gain a policy basis for jointly building AI training bases and developing AI courses and micro-majors, clarifying school-enterprise cooperation. Retraining demand for incumbent workers and AI-affected jobs is written into a municipal plan, increasing public procurement opportunities for AI skill training products and service providers.
