Shanghai Chongming District Releases 15th Five-Year Education Plan, Proposing AI Evidence-Based Teaching Research and Human-Machine Collaborative Teaching

The Shanghai Chongming District government published its 15th Five-Year Plan for education development, dated September 29, 2026 and released on October 10, 2026. The plan proposes exploring AI evidence-based teaching research and human-machine collaborative teaching, and lists primary and secondary school teachers' AI literacy as an expected indicator to keep improving. For vocational education, it calls for building programs in eco-agriculture and tourism, marine engineering and intelligent manufacturing, and artificial intelligence.

The plan brings AI into district-level teaching research, classroom teaching and teacher capability indicators, and adjusts vocational education program layout, which could change school procurement and teaching research practices, teacher training content, and enrollment and curriculum supply for secondary vocational AI-related programs in Chongming. The document is a government plan; implementation schedules, funding arrangements and pilot school lists have not been published, so actual effects depend on later execution. Primary and secondary schools in Chongming may adjust teaching research processes and teacher training around evidence-based research and human-machine collaborative teaching. The layout of AI-related programs and integrated training pathways at district secondary vocational schools may change, affecting related enrollment and curriculum supply.
