Coursera report ranks Singapore first among 109 countries for AI maturity, with 107,000 Gen AI course enrollments
Coursera released a report in July 2026 measuring business, technology and data science skill levels through online learning trends, ranking Singapore first among 109 countries for AI maturity, ahead of Denmark and Switzerland. Besides its own AI course enrollment figures, the report analyzed research output from Singapore's higher education institutions and drew on the International Monetary Fund's AI Preparedness Index. Singapore has recorded 107,000 Gen AI course enrollments to date, including 44,000 new enrollments in 2024; millennials account for 62 percent, Generation X 28 percent and learners under 25 six percent.
The report links the scale of adult AI skills learning directly to national AI readiness, offering a verifiable reference for observing the outcomes of public investment in AI talent development. Singapore's ranking is consistent with arrangements including SkillsFuture credits being usable for Coursera subscriptions, AI Singapore's operation since 2017 and the National AI Strategy 2.0 launched in 2023, indicating that government subsidies and platform supply together amplified adult AI learning demand. It should be noted that AI maturity is synthesized from platform enrollment data, university research output and the IMF index, not an independent evaluation of educational outcomes, so a high ranking does not directly equal workforce AI capability or teaching quality. Adult learners in Singapore can continue to pay for courses on platforms such as Coursera with SkillsFuture credits, giving public subsidies for AI skills training a working channel. Platform enrollment data has become a public indicator of national AI talent reserves, drawing more attention to the division of labor between universities and online course providers on AI micro-credentials.
