Beijing Issues "Skills Beijing" Training Action Plan, Setting AI Literacy Education and Training Base Goals
On September 1, 2026, Beijing's leading group for employment promotion and labor protection issued the "Skills Beijing" Training Action Plan, published on the city's government services portal on September 23. During the 15th Five-Year Plan period, the city plans to provide more than 4.5 million vocational skills training sessions and add more than 350,000 skill certificates, including over 150,000 high-skilled talent certificates. The plan calls for broad AI literacy education and support for enterprises, universities, vocational colleges and technical schools to jointly build AI training bases.
The plan places AI skills supply within Beijing's quantified 15th Five-Year Plan vocational training targets, directly changing the supply conditions for AI courses, training bases and certification at local universities, vocational colleges, technical schools and enterprises, and shaping demand for AI retraining of industrial workers. For AI education product providers, it identifies joint training bases, curriculum development and the "AI plus major" model as cooperation directions; for schools and teachers, AI literacy courses and micro-majors may become part of regular training. The document is a policy text, and specific project implementation, funding allocation and training statistics rules have not yet been published. Beijing universities, vocational colleges and technical schools may take on new AI literacy courses, micro-majors and training base construction, raising demand for curricula and instructors. Retraining for industrial workers and jobs affected by AI is written into the plan, potentially expanding enterprise demand for AI skills training products and services.
