Kosovo Ministries and UNICEF Present Digital Education Roadmap, Citing Missing AI Framework
On 26 August 2026, Kosovo's Ministry of Digitalization and Public Administration, the Ministry of Education and Science, and UNICEF Kosovo launched the study "From Digital Access to Digital Competence" in Pristina, assessing digital competence development in the pre-university education system. The study covers student and teacher digital skills, curriculum integration, policy frameworks, infrastructure, and institutional readiness, and presents a roadmap for digital education reform. It notes that nearly two-thirds of Kosovo's workforce require digital upskilling, the highest share in the Western Balkans, and that a comprehensive framework for emerging technologies such as artificial intelligence is absent.
The roadmap lists insufficient teacher preparation and the absence of an AI governance framework as simultaneous obstacles to reform, directly affecting the conditions under which Kosovo schools can adopt AI teaching tools and curricula. For education product providers, the stated alignment with DigComp and DigCompEdu signals that local procurement and compliance standards may move toward European frameworks. The study draws on policy analysis, school visits, and classroom observations, but provides no quantitative baseline or implementation timeline, so whether the recommendations are carried out depends on later budget and coordination arrangements. Kosovo's education authorities gain an assessment of digital competence and reform recommendations, with the missing AI framework identified as an unresolved issue. Schools and teachers adopting digital tools and AI teaching applications may need to adjust competence standards toward European frameworks such as DigCompEdu.
