Liaoning Issues Action Plan for AI Plus Education High-Quality Development

On July 2, 2026, the Leading Group of the Liaoning Provincial Party Committee on Education issued the Action Plan for High-Quality Development of AI Plus Education, proposing that by 2027, AI general courses in primary and secondary schools will be basically universal, teacher training will be fully covered, and more than 30 provincial AI education bases will be built. The plan also aims to add more than 5 master's and doctoral degree programs and more than 10 undergraduate programs, and complete digital training for 3,000 teachers. By 2030, AI education will achieve full coverage in primary and secondary schools, forming a cross-disciplinary and industry-education integrated training system.

This is a provincial-level special policy systematically promoting AI education, directly affecting curriculum and resource allocation in primary, secondary, and higher education institutions across Liaoning. Its quantitative targets provide clear market demand for AI education products, and full teacher training coverage will enhance frontline teachers' AI application capabilities.
