Shandong Sets AI Instructional Time by School Stage and Adds AI to Comprehensive Student Quality Evaluation from 2026

In August 2025, the Shandong Provincial Department of Education released 'Ten Actions' for AI education in primary and secondary schools. The document requires at least six class periods per academic year in grades 1–2 and at least eight in grades 3–9, while general high schools must make AI required content within information technology.

The policy also proposes adding AI literacy to comprehensive student quality evaluation from 2026 and sets numerical targets for teacher training, high-quality courses, and after-school services. Here, comprehensive quality evaluation refers to growth records and an evaluation mechanism; it should not be described as already contributing points to high-school or university entrance examinations.

The document provides a policy baseline. Follow-up should focus on local methods of recording evaluation, actual instructional time, teacher-training coverage, and after-school service programs.
